Kozal Newest Addition to
Elgin’s City Manager’s Office

Richard G. Kozal, Elgin’s former assistant corporation counsel, has been named assistant city manager.

"Rick brings with him an enormous amount of analytical and collaborative experience that easily transfers to the Assistant City Manager position,” said Stegall, who will also assume his City Manager responsibilities July 1. “He is very familiar with City operations and possesses the needed expertise to help move the City forward.”

Kozal will assist Stegall in implementing the City
Council’s strategic plan, while also overseeing the City’s

Code Enforcement and Economic Development efforts. Kozal will also be instrumental as the City Manager considers other organizational changes.

Kozal is a 14-year veteran of the City’s legal department and has worked as a municipal attorney for nearly 19 years. He received a fellowship to serve as a governor’s intern under Illinois Governor James R. Thompson before working with the Illinois Department of Alcoholism and Substance Abuse and the Illinois Attorney General. He has also researched and reported on state and federal court decisions for the American Planning Association’s Land Use Law & Zoning Digest. He holds a bachelor degree from Lake Forest College and a law degree from Loyola University of Chicago. He will be receiving a master’s degree in public administration from Northern Illinois University this fall.
